The West Seltice District, now closed, was established in 1992 on 665 acres of former agricultural land. The Urban Renewal Agency worked with the proponent to finance public improvement projects including street reconstruction, additional traffic signals and fire hydrants, sewer and water line extensions, storm water treatment, landscaping, street lighting and bike paths in this District. The Agency’s infrastructure investment helped the City attract Harpers (now Flex-cel) manufacturing plant’s 400 jobs, and increased the assessed value of the District by more than $55 million. The Agency closed out the West Seltice District in 2001.

The Post Falls URA extended water and sewer lines to accommodate the employer for which this District was formed. Additionally, the Agency constructed interior streets and sidewalks and made improvements to the major access road (Seltice Way). All public improvements were dedicated to the City of Post Falls, and this District was closed seven years early and all tax increment funds returned to the public. This District created approximately 400 new manufacturing jobs for the community which remain in the community today.
